Gender Inequalities in Times of Crisis: Developing Inclusive Post-COVID-19 Response
About the training
From elected office and civil service to private sector and academia, women are underrepresented and their leadership and political participation face restrictions at both local and global levels and, despite their abilities and rights, women often remain disproportionately affected by poverty, discrimination, and exploitation, particularly in conflict and post-conflict environments. The United Nations Security Council adopted Resolution 1325 on Women, Peace and Security (WPS) on October 31st 2000: it was the first of resolutions that aimed at recognizing that armed conflict affects women and men differently, as well as it calls for meaningful participation of women in peace processes.
The 3-day training equipped participants with tools to understand the complexity of conflict situations through the lens of gender inequalities and prepare for fruitful, evidence-based, gender-inclusive, and sustainable solutions, as well as develop critical consumption of conflict-related information.

Trainer
Billy Batware
Billy is an expert in international security with personal and professional experience and expertise in conflict resolution. He is a certified trainer and works for the United Nations Office on Drugs and Crime in Vienna where he is responsible for transnational organized crime projects. After leaving his country Rwanda in 1994 where he experienced conflicts first-hand, Billy studied diplomacy and international security in Vienna, Austria and lived and worked in conflict-affected countries. Billy has been conducting conflict analysis trainings since 2012 and has trained more than 300 people from all over the world. Billy is a guest lecturer of international security and development, a regular speaker at international conferences and the founder of several human security initiatives namely the United for Education and Sustainable Futures, Regional Academy on the United Nations, and International Security and Conflict Analysis Network.
Elena Ardelean
Elena is a Governance professional driven by a sense of purpose and a desire to contribute, add value and shape cultures. Since her post-graduation studies in International Security from Sciences Po Paris, Elena has been working as a change agent on a wide range of development projects for various international organizations, including the World Bank, the European Bank of Investment, and the private sector. Elena designs and delivers trainings dealing with topics such as good governance, leadership, strategic organizational change, and strategic management. She trained groups of civil servants, youth and NGOs in a.o. France, Bulgaria, Germany and Romania. Elena holds a Master’s degree in International Security from Sciences Po Paris, has studied Philology and Cultural Studies at the University of Vienna, Austria.
